Terms of Service

These Terms of Service ("Terms") govern your access to and use of the Steward application and the website at use-steward.com (collectively, the "Service"), provided by Horizon Analytic Studios, LLC ("we," "us," or "our"). By creating an account or using the Service, you agree to these Terms.

Where a local union ("the local") has executed a separate deployment agreement with us, that agreement controls where it differs from these Terms.

What Steward Is

Steward is a research and member-service assistant for union locals. It accepts a plain-language question and returns an answer grounded in the local's corpus (collective bargaining agreement, side letters, MOUs, bylaws, arbitration history) plus a shared base layer for the labor regime that governs the craft (e.g. the National Labor Relations Act or Railway Labor Act, regulator and board decisions, federal regulations). Every answer carries citations to source paragraphs, or the Service refuses to answer.

Steward is not legal advice. Answers — even cited answers — do not substitute for review by a steward, representative, elected committee, or union counsel.

Account Registration

Representative accounts are invited by the local; reps complete setup through a one-time token, set a password, and enroll a TOTP second factor. Member access is provisioned by the local, typically via member roster.

You are responsible for keeping your account credentials secure. You are responsible for activity under your account, including activity initiated by anyone you grant access to. Sharing credentials between users is prohibited.

You must be at least 13 years old to use the Service. If you are creating an account on behalf of a local or other organization, you represent that you have authority to bind that organization to these Terms.

Acceptable Use

You agree not to use the Service to:

  • Harass, defame, or intimidate other members, representatives, or third parties.
  • Attempt to access, probe, or interfere with another local's deployment, data, or infrastructure.
  • Circumvent the citation-or-refuse safeguards, rate limits, or other technical restrictions of the Service.
  • Misrepresent Steward's output as a legal opinion, official local position, or counsel-reviewed document where it is not.
  • Resell, sublicense, or repackage the Service without a written agreement.
  • Probe, scan, or test the vulnerability of any system or network within the Service without prior written authorization.

We may suspend or terminate accounts that violate these rules. We reserve the right to refuse service to anyone for any lawful reason, including to protect the integrity of other locals' deployments.

Deployments and Pricing

Steward is deployed per local. Deployment terms, pricing, retention windows, support boundaries, and counsel-review expectations are governed by the deployment agreement between Horizon and the local. These Terms apply to all users of the Service regardless of the local's agreement; the deployment agreement controls business and operational terms where it differs.

Your Data

The local retains ownership of all data submitted to or stored within the Service, including corpus uploads, member questions, rep workspace content, and audit log entries. The local grants Horizon a limited license to process that data solely for the purpose of providing the Service. See our Privacy Policy for details on how we handle data.

We do not train models on tenant data. We do not aggregate or analyze tenant data across locals. We do not sell, share, or otherwise disclose tenant data to third parties for marketing or any purpose unrelated to providing the Service.

Intellectual Property

The Steward name, logo, website, software, and documentation are the property of Horizon Analytic Studios, LLC and are protected by intellectual-property laws. These Terms grant you no rights to our trademarks, logos, or branding. Open-source components are subject to their respective licenses.

Service Availability

We aim to keep the Service available and working correctly, but we do not guarantee uninterrupted availability. We may perform scheduled maintenance, deploy updates, or experience unplanned downtime. Service-level commitments, where offered, are documented separately in the local's deployment agreement.

Disclaimer of Warranties

The Service is provided "as is" and "as available," without warranties of any kind, express or implied, including (without limitation) merchantability, fitness for a particular purpose, and non-infringement. Steward's answers are research signals derived from retrieval over the local's corpus; they are not guarantees of legal or contractual interpretation. You should not rely solely on Steward to determine the outcome of a grievance, the application of a CBA clause, or any other DFR-relevant decision. Review by a representative, elected committee, or union counsel is required.

Limitation of Liability

To the maximum extent permitted by law, Horizon Analytic Studios, LLC's total liability arising out of or relating to the Service shall not exceed the amount the local paid us in the 12 months preceding the event giving rise to the claim. We are not liable for any indirect, incidental, special, consequential, or punitive damages, or for lost profits, revenue, or data.

Indemnification

You agree to indemnify and hold harmless Horizon Analytic Studios, LLC and its affiliates from any claims arising from your use of the Service in violation of these Terms or applicable law.

Termination

You may close your account at any time by contacting your local's primary representative or, for representative accounts, through the rep workspace. The local may terminate its deployment at any time per the deployment agreement. We may suspend or terminate access for material breach of these Terms. On termination, your right to use the Service ends and your data is handled as described in our Privacy Policy and the local's deployment agreement.

Governing Law

These Terms are governed by the laws of the State of Texas, without regard to its conflict-of-law provisions. Any dispute arising under these Terms shall be resolved in the state or federal courts located in Texas, and you consent to the personal jurisdiction of those courts.

Changes

We may modify these Terms from time to time. Material changes are communicated to the local's primary contact at least 30 days before they take effect and reflected in the "Last updated" date above. Continued use of the Service after changes take effect constitutes acceptance of the modified Terms.
